The Department of Agriculture was established in 1862 and was administered by a Commissioner until 1889, when the Department was enlarged and the Commissioner became the Secretary of Agriculture. Prior to 1862, the Annual Agricultural Report was published in the Annual Report of the Commissioner of Patents (I 23.1/1:). From 1862 to 1893, the newly formed Department of Agriculture began issuing its own annual report in one volume, but starting in 1894, the annual report encompassed two volumes: one for the Secretary's and other executive reports (A 1.1:) and one for the Yearbook of Agriculture (A 1.10:).
