The Employees' Compensation Commission was established as an independent commission in 1916 to administer workmen's compensation programs. With the Reorganization Plan No. 2 of 1946, the Commission was abolished, and its functions were transferred to the newly established Bureau of Employees' Compensation within the Federal Security Agency. The Reorganization Plan No. 19 of 1950 transferred the Bureau to the Department of Labor. In 1972, the functions of the Bureau were transferred to the Office of Wage Compensation Programs, and the Bureau itself was abolished. The annual reports started with the report for 1919.
