In 1816, the President was authorized by law to appoint a Commissioner of Public Buildings who would "provide suitable buildings for Congress, the President, and public offices of the Government." Until 1841, this Commissioner also appointed the Architect of the Capitol, and the report of the Architect was included in the Commissioner's annual report from 1817 to 1841. An act passed in 1854 placed the Commissioner of Public Buildings under the Interior Department, but the office was abolished and its duties transferred to the Engineer Department in 1867.
