The Second Isthmian Canal Commission was created in 1904 to supervise the construction of what was later designated the Panama Canal as well as to establish the government of the canal. The Canal Zone Government was established in 1912 as an independent agency under the Department of War, and by 1916 the Second Isthmian Canal Commission was abolished. This agency was transferred briefly to the The Panama Canal within the National Military Establishment from 1947 to 1949, and then to the Department of the Army until 1950. In 1950, the government and the operating functions were transferred to the Panama Canal Company. In 1984, the Panama Canal Company was abolished and replaced with the Panama Canal Commission, which maintained control of the zone until the canal reverted to Panama at the end of 1999. The annual reports began publication in 1912 as reports of the Isthmian Canal Commission and were soon redesignated reports of the Governor of the Panama Canal.
