U.S. Congressional Serial Set Finding List: Annual Reports, Commissioners of the District of Columbia (DC 1.1:)

The District of Columbia has long had a unique relationship with the federal government. Not being a state nor an average city, it has long been governed by the federal government. From 1802 to 1871, it was self-managed as the corporation of the City of Washington, followed by a territorial form of government from 1871 to 1874. From 1874 to 1878, a temporary commission took over the municipal government of the District of Columbia until it was replaced in 1878 by a permanent commission. (Only in 1974 did the District of Columbia once again have the opportunity to elect its own mayor and council.) The annual reports of the Commissioners began publication in 1874. (Checklist 387-389)
