The Department of the Navy was created in 1798 as an offshoot of the War Department. The annual report series began in earnest in 1823, although earlier papers relating to naval affairs can be found in the American State Papers, serial nos. 023-026. The Navy Department remained an independent executive department until 1947, when it was incorporated into the National Military Establishment (M 201). In 1949, it was transferred to the new Department of Defense (D 201), where it remains. (Andriot 607, Checklist 647-648)
